2. Review the Rolled-Back Rate Calculation and the 2015-16 Millages

Minutes: Susan Legutko, Assistant Superintendent for Business Affairs, thanked the Finance department staff for their help in putting this budget together. She explained the rolled-back rate and its purpose. The school district advertised a tax increase because there was a decrease in the school tax levy. The 2015-2016 proposed millage levies will generate $68,191,536.

Minutes: Mrs. Legutko reviewed the history of mill levies, and the budget summary.  The 2015-2016 budget represents $350,066,023. The general fund represents the largest percent of the total budget (all funds) at 77%, or $270,080,068. Mrs. Legutko gave a brief summary of the total figures representing revenues sources and expenditures.  The unassigned fund balance for June 30, 2016, is estimated at 2.35%.
4. Review the 2015/16 - 2019/20 Educational Facilities Plan

Minutes: 

John Merrill, Assistant Superintendent for Support Services, explained minimal updates that were made to the Educational Facilities Plan:

  • Tables 1.2 and 1.7 were updated to reflect DOE's most recent COFTE projections
  • Table 3.1 was updated to reflect most current LCIF and PECO projections, and
  • EFIS Work Program was included
     

 

5. Public Hearing for Speakers regarding the 2015-16 Millages and Final Budget and the 2015/16-2019/20 Final Educational Facilities Plan

Minutes: Chairman McKinnon opened the public hearing. Tracy Butler came forward to address administrator salaries.  With no other speakers to the budget item, the public hearing was closed.   Board discussion followed pertaining to administrator salaries.

6. Adopt the 2015-16 Required Local Effort Mill Levy

Motion to adopt the required local effort mill levy of 4.8890 mills which is 0.46 percent more than the rolled-back rate.
